Impact of Enforcement on Legal Immigration

Analysis of U.S. Customs and Border Protection (CBP) data on immigration enforcement shows a greater impact on legal  immigration rather than undocumented immigration. This information comes from a report published by the Cato Institute. For example, legal entries since January 2025 is dropped more than twice as the rate of undocumented entries.

Report Analysis

Per the report, legal entries make seventy two percent of the decrease in entries over the past year. Additionally, asylum entries dropped ninety nine percent between December 2024 and February 2025. Finally, permanent residency application rates fell by fifty percent over the course of the past year.

Undocumented entries saw an eighty percent decrease from late 2023 to late 2024. While decline continued in 2025, it didn’t start there. This report illustrates a broad decline in all forms of entry into the U.S., regardless of legal status or source.
