Immigration and Customs Enforcement (ICE) confirmed its’ target of one million immigration removals. The announcement confirmed a long-standing suspicion ICE conducted immigration enforcement operations with the goal of reaching one million removals. The agency confirmed its intentions in a budget report to Congress. ICE repeatedly denied having a one million removals goal beforehand.
The one million immigration removal’s goal influenced enforcement operations. In the same document, ICE explained that only thirty-two percent of individuals removed in 2025 had a criminal record. That’s thirty eight percent lower than the seventy percent figure the Department of Homeland Security (DHS) originally claimed.
