Biometric Collection Expanded by DHS

The Department of Homeland Security (DHS) proposed vastly expanding biometric collection to all individuals associated with immigration benefits. The policy change applies to both U.S. citizens and Lawful Permanent Residents too. Underage minors would also have to submit biometric data if the DHS’ proposal is implemented. The move follows proposed efforts by organizations like Customs and Border Protection (CBP) and U.S. Citizenship and Immigration Services (USCIS).

Historically, the DHS collected and stored biometrics for various purposes such as:

  • Conducting background checks to determine benefits eligibility.
  • Producing documents associated with visa petitions and applications.
  • Reviewing immigration and naturalization benefits requests.
  • Immigration law enforcement procedures.

Currently, the DHS only mandates biometric collection for certain benefit requests and immigration enforcement actions. If the DHS determines biometric collection is necessary, it sends affected individuals notices with instructions for submission. Said notices also provide an explanation as to what the DHS may use the data for.

The DHS proposed expanding immigration biometrics collection to the following components:

  • Facial imagery (specifically for digital recognition and facial comparison technology).
  • Fingerprints and Palm prints.
  • Handwritten signature.
  • Images of individual’s eyes.
  • Individual’s voice recording.
  • A partial DNA profile.

The implementation of the proposed policies will also help the DHS determine whether applicants exhibit a history of a good moral character. The proposed expansion is open to public comment until January 2, 2026.
