Canada as an Alternative Visa Destination

With the increasingly strict immigration landscape, many former U.S. visa applicants are considering Canada as an alternative destination. This is especially true for individuals trained in STEM fields. These circumstances present a unique opportunity for Canada, which has traditionally struggled in attracting such talent.

Historically, highly educated immigrants of all fields experience lower employment levels and earnings than their U.S. counterparts. Despite making up twenty-six percent of the total workforce, Canada’s STEM talent is significantly under-leverage when compared to the U.S. This is the biggest reason why immigrants in STEM and other high-skill fields choose the U.S. over Canada.

However, that could soon change. The U.S. immigration landscape’s increasingly strict nature is driving some U.S.-bound talent to reconsider their options. This is especially true for immigrants in STEM fields.

On Sept. 19, 2025, the U.S. government announced significant changes to the H-1B program, including a one-time processing fee of $100,000, applicable to employers hiring applicants seeking initial entry or change of status after Sept. 21, 2025. According to the government, the primary goal of these changes was discouraging employers from relying on foreign talent at the expense of American workers. Additionally, the new few mainly targeted the tech industry.

While most H-1B beneficiaries are in tech, the healthcare and education sectors heavily rely on H-1B beneficiaries too. The proclamation of a $100,000 fee placed a significant roadblock for many prospective beneficiaries. It’s entirely possible at least some of the prospective beneficiaries turn to America’s northern neighbor as an alternative visa destination; as the legal and financial burden of entry into the U.S. now outweighs the downsides of employment in Canada.
