Impact of the New H-1B Fee on Higher Education

However, experts argue the H-1B fee only shrinks opportunities at American universities for all students. Additionally, the cost of the new fee makes hiring professors and other faculty from abroad no longer feasible.

The new H-1B fee disrupts the status transference of foreign students entering the workforce. Traditionally, graduates applied for Optional Practical Training (OPT) between graduation and filing for the H-1B visa. The sheer cost of the new H-1B fee discourages many international students from staying after graduation.

A greater barrier towards international students going directly into entry-level positions will affect the amount of students choosing the U.S. as an academic destination. A reduction in international students threatens to shutdown several university programs reliant on foreign students. Ironically, reducing the number of foreign students could also close off opportunities for American-born students.

Additionally, reducing the number of foreign students undermines a major source of revenue for American universities. One university in Texas, for example, projects a net tuition decrease of $47.3 million in 2026. It’s smaller universities that stand to lose the most without the additional revenue.

If enforced in the long term, the new H-1B fee could drastically reduce the number of individuals entering STEM fields. Such a reduction could hurt American innovation and lead to a downturn in economic growth. For example, around sixty percent of artificial intelligence companies in the U.S. have at least one immigrant founder.
