August 2025 Visa Bulletin

The U.S. Department of State has released the August 2025 Visa Bulletin, which provides an update on the availability of immigrant visas for both consular processing and adjustment of status applications for the month of August 2025. The bulletin includes both the Final Action Dates and the Dates for Filing for employment-based and Family-Based immigrant visa categories. In addition, U.S. Citizenship and Immigration Services (USCIS) announces each month which chart applicants should use to file their Adjustment of Status (AOS) applications.

Below is a summary of the key developments in the August 2025 Visa Bulletin:

Family-Based Categories

For August 2025, USCIS has announced that applicants in the Family-Based immigrant visa categories should refer to the Dates for Filing chart when submitting adjustment of status applications. This month’s bulletin reflects minor forward movement in the F-2A and F-4 categories.

In the F-1 category, which includes unmarried sons and daughters (21 years or older) of U.S. citizens, the Dates for Filing remain unchanged and current for all countries. The F-2A category, which applies to spouses and unmarried children under 21 of lawful permanent residents, sees a modest advancement of one month, with the Dates for Filing moving to April 1, 2025, across all chargeability areas. The F-2B category, which covers unmarried sons and daughters (21 years or older) of lawful permanent residents, remains current with no changes. Similarly, the F-3 category, which applies to married sons and daughters of U.S. citizens, also remains current.

The F-4 category, which includes brothers and sisters of U.S. citizens, shows mixed results. The Dates for Filing for India, Mexico, and the Philippines remain unchanged, while all other chargeability areas, including China, advance by nearly four months to January 1, 2009.

Additionally, the Final Action Dates chart for family-sponsored categories shows only a minor change. The F-4 category for India advances by four months to November 1, 2006. All other Final Action Dates across the Family-Based categories remain the same.

Employment-Based Categories

As part of its regular monthly announcement, USCIS confirmed that applicants filing under the employment-based categories must use the Final Action Dates chart for August. The bulletin shows modest movement across several employment-based preference categories. The EB-1 category remains current for all countries except China and India. For China the cutoff dates remains at November 15, 2022, while the cutoff dates for India are February 15, 2022.

In the EB-2 category, India and China remain unchanged, India at January 1, 2013, and China at December 15, 2020, consistent with the June 2025 Visa Bulletin. However, all other countries, including Mexico and the Philippines, have experienced a retrogression of approximately six weeks. Their Final Action Date has shifted from October 15, 2023, in June to September 1, 2023 in August.

In contrast, there was some positive movement in the EB-3 category. Indian applicants under both the EB-3, Professional and Skilled Workers and Other Workers subcategories advanced by one month, with the Final Action Date moving to May 22, 2013. Applicants from China remain at December 1, 2020, while those from all other countries—including Mexico and the Philippines—see no change, with the date holding at April 1, 2023.

The EB-4 category remains unavailable due to the annual visa cap being reached, and it is expected to become available again at the start of the new fiscal year on October 1, 2025.

In the EB-5 category, the Unreserved subcategory for China advanced significantly by nearly two years to December 8, 2015. The Final Action Dates for EB-5 applicants from all other countries remain current.
