On May 27, 2025, the State Department suspended new appointments for those applying for the F-1 student visa. The department is reviewing their expanded guidelines for screening the social media accounts of prospective beneficiaries. The department also halted appointments for new M and J visas. Only new F-1 appointments have been halted, scheduled appointments are not affected.
Since March of this year, there has been increased scrutiny surrounding the application process for student visas. Immigration authorities have taken a stricter approach to visa revocations of international students already in the U.S. Now, immigration agencies are shifting their focus to individuals who haven’t entered the country.
The decision comes one month after the Department of Homeland Security (DHS) announced it would screen the social media history as part of the visa verification process. Immigration and free-speech advocates criticized the policy change as a possible violation of noncitizens’ First Amendment rights. The exact details of the State Department’s new guidelines remain unclear.
Immigration advocates argue that by focusing more attention on people before they enter the country, the State Department could remove legal avenues that people would have once they enter the U.S. They also argue the suspension is politically motivated, because it was announced after a federal judge temporarily blocked the government’s ability to block Harvard from enrolling new international students. There’s also worry that the increasingly strict stance will dissuade noncitizens from enrolling in U.S. colleges.
