For the first time in years, Canadian immigration numbers will drop. This change marks a significant shift, as Canada is usually known for welcoming immigrants. The decision is partly due to ongoing discussions about immigration policies and rising housing costs.
In 2024, Canada offered to accept up to 485,000 permanent residents. However, in 2025, that number will drop to 395,000. By 2026, it will go down to 380,000, and in 2027, the target will be 365,000. Additionally, the number of temporary residents will also decrease by about 30,000, bringing the total to 300,000 in 2025.
As interest rates rise and more immigrants arrive, housing prices in Canada have gone up. Surveys show that more Canadians believe there are too many immigrants in the country. The population overall has reached record levels.
Canada is also limiting the number of international students allowed and tightening rules for temporary foreign workers. As of the second quarter of 2024, there were 2.8 million temporary residents in Canada, which includes students and workers. The government is adjusting immigration forecasts to lower the proportion of immigrants in the population.
