Under the Immigration and Nationality Act (INA), the president has authority over who is admitted to the United States. According to the INA, the daily border crossing at the U.S. southern border can be limited, based on a specific threshold. This plan is similar to a previous proposal that was rejected by Republicans, at President Trump’s urging.
