Each month, the U.S. government allows up to 30,000 noncitizens from Cuba, Haiti, Nicaragua, and Venezuela to apply for advance travel authorization through the parole program. Because the number of people offering sponsorship exceeds the monthly travel authorization cap, the selection process has been updated. Effective May 17, 2023.
With the new process, individual applications of support are chosen in two ways. Roughly half of the maximum monthly number is randomly selected, regardless of when the application is filed. The other half are chosen in the order they are received, from the oldest submission to the newest. As a result, processing times will vary. It is important not to submit duplicate forms.
